19C: 非第一个节点执行 Root.sh 提示 “ERROR 4 OPENING DOM ASM/SELF IN 0xNNNN”

昨天一客户安装19c在非第一个节点运行root.sh时，提示下面的错误，但是检查实例状态都已启动正常。
